Monroe Doctrine 1823 President Monroe's seventh annual message to Congress prohibited the extension of European influence and power in the United States effectively setting the American continent off limits to European colonization. Any violation with American lands would be considered the "manifestation of an unfriendly disposition toward the United States". The Monroe Doctrine has been the bedrock of the United States' foreign policy since 1823. It has been endorsed by every President from the time of President Monroe to the present day. Exact replica in President Monroe's own handwriting includes his signature and explanatory notes (notes are not part of the original document.) Antiqued parchment paper looks and feels old.
